Glasgow Council Plans Mass Fire and Rehire Amid Pay Dispute

Glasgow City Council to Enact Fire and Rehire Strategy

In a dramatic move, Glasgow City Council announced plans to lay off more than 23,000 employees as part of a fire and rehire strategy following the collapse of pay negotiations with multiple unions. The council intends to issue dismissal notices next week, subsequently offering new contracts to take effect from the start of January. This decision has arisen from failed discussions with Unison, GMB, and Unite over a new pay structure.

The negotiations revolved around implementing a revised pay and grading system aimed at rectifying historical pay inequalities, which predominantly affected female staff. However, the proposed changes would result in pay reductions for 11% of the workforce, a contentious point that has fueled opposition among union members.

Union Response and Disputes

Unison, one of the key unions involved, refrained from putting the new pay offer to its members for a ballot, which effectively halted the negotiation process. Colin Edgar, the council’s director of communications, criticized Unison for this decision, suggesting it undermined its constituents. He stated that the council had extended the duration of pay protection and tried to engage in further negotiations without success.

The GMB and Unite unions had secured an additional £110 million for the new pay package and warned members about the looming possibility of a fire and rehire tactic. Both unions expressed their intent to dispute the council’s move if it proceeds.

Historical Context and Future Implications

This situation stems from Glasgow’s long-standing pay disputes, with the council previously paying substantial sums to women who suffered wage discrimination. The new grading system seeks to align pay with equality legislation, yet has led to some staff facing wage deductions due to changes in job classifications. The council believes that most employees will see their incomes rise or remain stable under the new system, but this hasn’t allayed union concerns.

Looking ahead, GMB and Unite have indicated a willingness to continue negotiations and reach a postive outcome. However, should the council proceed with its current plan, it might escalate to a legal or industrial dispute and further strain relations between the council and its workforce.
