Nepal’s Increasing Reliance on Hydropower

Nepal’s stride towards energy independence has largely depended on its hydropower resources. Almost all of its electricity, which powers millions of households and generates significant revenue from exports to India and Bangladesh, stems from hydropower. However, the country is grappling with the paradox of its geographical blessings becoming liabilities, mainly due to climate-induced environmental threats.

Recent Natural Disaster Unveils Vulnerabilities

Recent catastrophic floods highlighted Nepal’s reliance on water-driven electricity. These floods decimated communities near the Nepal-Tibet border, claiming numerous lives and leaving many unaccounted for. They also damaged a substantial portion of the country’s power infrastructure, specifically targeting 12 plants in the Trishuli River area, which contribute over 10% of the national energy output. This sparked widespread concerns about the sustainability and security of Nepal’s energy strategy.

Assessing the Risks and the Need for Alternative Strategies

The mountainous regions, which are crucial for generating fast-flowing water currents, are increasingly vulnerable as global temperatures rise, particularly at higher altitudes. These conditions make hydropower plants susceptible to natural disasters, as seen in the recent devastation from a potential glacier collapse.

Former Energy Minister Kulman Ghising and other experts suggest diversifying energy sources and strategically enhancing infrastructure resiliency. Emphasis is placed on designing future facilities to withstand extreme events, incorporating advanced warning systems, and improving emergency response mechanisms.

Future Directions in Energy Policy

The Nepal Electricity Authority is considering a revision of its current energy strategy. Part of this reevaluation involves the potential shift towards reservoir-based plants which might help mitigate risks by regulating water flow, though these come with their own environmental and economic challenges. The recognition of these factors has prompted calls for increased funding to help rebuild and adapt Nepal’s energy framework to a changing climate.

Nepal stands at a crossroads in its energy policy journey. While the exploitation of hydropower has brought significant benefits, recent events underline an urgent need for a diversified and resilient approach to energy generation, aiming to safeguard against an increasingly unpredictable climate.
