Telangana Electoral Roll Revision: Clearing Confusion Surrounding Enumeration Forms

Over two weeks into the distribution of enumeration forms for the Special Intensive Revision of Electoral Rolls in Telangana, confusion and anxiety continue to affect voters’ understanding of the process, their registration status, and its implications. Swathi Vadlamudi and Syed Mohammed sought clarity from Chief Electoral Officer C. Sudharshan Reddy in a recent discussion, sharing key insights.

Understanding the Enumeration Form

The enumeration form consists of three stages. At the top, pre-filled information appears, including your name, address, photograph, and the names and contact details of the Booth Level Officer (BLO). This information is tailored to each voter. The first section below the pre-filled information is designated for voters who were registered in 2002. If you were a voter then, you must provide details from that year. If not, you are required to enter the information of your parents who were voters in 2002 in the section next to the first.

If you do not recall your parents’ details from 2002, you can leave those fields blank and fill out the subsequent section with your current details. After signing the form, you must return it, and if your name is published in the draft roll, a notice will be issued. You will need to respond with one of the 11 valid identification documents.

Correcting Errors in the Form

Regarding inquiries about entering incorrect details, Reddy stated, “It is advisable to use the provided form. The quality of the paper is distinct, and writing on a photocopy might lead to issues. It is best to note down corrections on a photocopy first, then enter them accurately on the form.”

Name Discrepancies

Should there be a name mismatch, individuals will receive a notice to clarify the situation. Reddy shared his experience, noting, “My name is C. Sudharshan Reddy. In 2002, it included the initial ‘C.’ Now, it’s fully expanded on my EPIC card; I will receive a notice and must respond with the appropriate documentation.”

Many voters are anxious about having moved their residence without transferring their voting registration. Reddy advised that they can attempt to obtain the enumeration form from their previous address or indicate their shift on the form. Alternatively, they can fill out Form 8 for an address change in August. While they may not appear on the draft roll, this will ensure they are included in the final roll.

Fresh Application Requirements

The requirements for a fresh application have changed. Voters need to complete Form 6 along with a declaration form and provide any of the 12 accepted identity documents. For those lacking these documents, such as elderly individuals without birth certificates, Reddy mentioned other identification options. “Any ID card you possess is valid, including a ration card from the state government. During the notice period, this can be presented. In certain cases, the quasi-judicial authority may consider it,” he stated.

Political Demands and Voter Concerns

Concerning political demands that documentation such as ration cards and driver’s licenses should be accepted, Reddy explained that during the notice period, the electoral registration officer (ERO) would need to assess the validity of these claims.

There is apprehension stemming from the West Bengal experience regarding notices issued under the SIR process, which some fear could be linked to citizenship issues. Reddy reassured voters, stating, “Each ERO holds quasi-judicial authority and will comprehensively evaluate elector cases. Unless significant discrepancies exist, voters should not be removed from the rolls.”

Discrepancies and Anomalies

Upon inquiry about the expected number of discrepancies, Reddy noted that around 88 lakh discrepancies were recorded during pre-SIR mapping, which would prompt notifications for individuals who submitted completed enumeration forms. From the total 2.45 crore individuals mapped, discrepancies were identified based on 2002 data, and an increase to over a crore discrepancies is anticipated after the current exercise, predominantly in urban areas.

Types of Discrepancies

Reddy provided a list of the ten types of discrepancies identified:

  • Less than 9 months gap between progeny
  • Less than 15 years age gap between parent and progeny
  • Greater than 50 years age gap between progeny and parent
  • Less than 40 years age gap between elector and grandparent
  • Different parent names between current enrollment and last SIR
  • Mapped with a different relative type between current enrollment and last roll
  • Mapped with father in the current roll while listed as husband in the last SIR
  • Different fathers in current and last SIR for self
  • Incorrect age difference between current and last SIR for self
  • Zero documentation or only Aadhaar

Changes in the SIR Process

Reddy elaborated that the Election Commission adjusts the SIR process to eliminate duplicates, and outdated entries, thus the guidelines frequently evolve. The enumeration process in 2002 was different and not entirely known. However, the significant use of software in the current process aids in accuracy.

Many have queried whether the distribution of forms to all households might simplify finding voters from previous rolls. Reddy indicated the necessity of adhering to procedures, emphasizing that current voters receive enumeration forms while those not registered must use Form 6 to register. Shifted voters must reapply, as their names may still appear on outdated rolls, which they have not updated.

The Role of Software in Discrepancy Management

Regarding software misidentification, Reddy addressed concerns raised by researchers from Bengal about transliteration errors causing name mismatches. He stated that while discrepancies had reached 89%, proactive measures have reduced this figure significantly. Every few months, the Election Commission evaluates entries for demographically similar cases to ensure accuracy.

Punitive Measures

On the topic of penal actions, Reddy mentioned that the Election Commission has advised against punitive measures for voters, focusing instead on ensuring correct data by verifying suspicious dual registrations. However, he warned that anyone filling out forms in multiple locations risks penalties if their situation is discovered.
